In its first meeting in Brussels, Belgium, the Global Forum on Migration and Development’s (GFMD) main agenda was on the impacts of migration on social and economic development. The following year in Manila, Philippines, GFMD’s goal was to emphasize the human aspect of migration and the protection of migrant rights, and to examine the impact of such protection in reinforcing development.

Case Studies on Filipino Migrant Women in Japan by Filipino Migrants Center (FMC)
FMC's encounter with Filipina victims of domestic violence or DV in Japan began in 2000, the same year it was established primarily as a counseling center for migrant Filipinos in Nagoya. At that time, there were only 144,871 registered Filipinos in Japan and about 20,000-30,000 "overstays" and undocumented Filipino migrant workers.

About four decades ago, development aid existed alongside the phenomenon of massive migration of peoples with not so much elaborate agenda and hullaballoo to policy-makers as it is now. Concepts and co-relations then were quite different. On the one hand, development aid to poorer countries through capital infusion and provision of technical skills would bring about growth, prosperity and development. While on the other hand, the migration of peoples from poorer countries to more advanced ones will naturally occur as unemployment exists in poor countries and job opportunities can be found in more economically advanced countries.

The Global Forum on Migration and Development (GFMD) is on its second year. Compared to other international gatherings of state representatives, it is relatively young. Yet, it has generated massive concerns already especially among the migrants and advocates for the rights and wellbeing of migrants.
